Job Purpose and Organizational ContextUNDP Brazil''s country programme document (CPD) aligns with the Brazil Pluriannual Plan 2024-2027 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027.
The CPD acknowledges that despite gains from earlier decades, inequalities and discrimination based on gender, race, ethnicity, geography, and age continue to be development challenges in Brazil.
A fundamental shift in financing and action is needed to accelerate development and achieve the 2030 Agenda.
In light of the above, the UNDP 2024-2027 vision aims to leverage sustainable development action by collaborating for structural changes in Brazil to create a more inclusive, productive, and resilient society.
UNDP will focus on reducing multidimensional vulnerabilities by enhancing human development capacities and capabilities.
The Decentralized Cooperation and Territorial Development area promotes the coordination of integrated development initiatives within a given territory, considering local complexities and opportunities to implement SDGs and accelerate their achievement.
The Project Analyst will provide technical, managerial, and administrative support for the formulation and implementation of DIM and NIM projects of the SDG portfolio, under the guidance of the Territorial Development and Decentralized Cooperation Advisor.
Duties and ResponsibilitiesEffective coordination of the project on a day-to-day basis.
Prepare annual planning and monitoring strategies in partnership with national beneficiaries.
Articulate and follow up with project partners and donors to ensure smooth project implementation.
Ensure projects meet expectations regarding quality, budget, delivery timelines, and strategy.
Undertake performance management of project staff.
Brief and consult with the Decentralized Cooperation supervisor on project progress.
Undertake project management-related QUANTUM transactions.
Elaborate project work and procurement plans.
Monitor project activities and prepare inputs for oversight.
Guide development of monitoring and evaluation systems for the project.
Organize quarterly review meetings and annual project reviews.
Monitor and manage risks/issues facing the project.
Support project monitoring in Quantum.
Ensure procedural alignment with UNDP rules and regulations.
Prepare project progress reports and participate in tripartite meetings.
Support the identification and systematization of project lessons learned and good practices.
Provide technical support to projects, ensuring quality, efficiency, and effectiveness in implementation.
Elaboration of project-related Terms of Reference.
Participation in selection processes for Letters of Agreement signature.
Undertake technical analysis/approval of proposals of contracts/Terms of Reference.
Prepare project revisions and proposals.
Advise and develop strategic and operational solutions.
Perform other tasks as required by the supervisor.
Support knowledge building and sharing in the CO and assigned projects.
Participation in training for operations/project staff.
Contributions to knowledge networks and communities of practice.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Minimum Qualifications of the Successful NPSAAdvanced university degree (Master''s degree or equivalent) in Business Administration, Public Administration, Economics, or other related disciplines.
A first-level university degree (Bachelor''s degree) combined with 2 additional years of qualifying experience will be considered in lieu of a master''s degree.

Candidates with a bachelor''s degree are required to have a minimum of two (2) years of relevant professional experience in management and implementation of technical cooperation projects.
Required Language(s)Fluency in Portuguese is required.
Intermediate English is desirable.
