  • Mission:Responsible for the safe, efficient, and correct commissioning, start-up, and operation of the Production Plant, process, gas compression systems, machinery, equipment, Central Control Room (CCR), and process instrumentation.
  • Tasks:General Tasks - all phases:Operate process plant safely and efficiently in line with corporate policies and procedures.
  • Promote and implement Company QHSE Policies.
  • Implement, maintain, and review the Company QHSE Management system.
  • Report and investigate accidents, incidents, near misses, unsafe acts/conditions, and safety non-conformities.
  • Carry out duties during emergency situations as per Emergency Response Procedures.
  • Know the Permit to Work System and act as Area Authority for the process plant.
  • Be familiar with Isolation Philosophy, Risk Assessment, Job Safety Analysis requirements.
  • Ensure activities within your area of responsibility comply with HSE requirements.
  • Contribute to Safety Walkdowns and incident investigations.
  • Participate in HAZOP reviews and Pre Start-up Safety Reviews (PSSR).
  • Prepare shift schedules for production staff in your Operating Area.
  • Follow up on mechanical completion, commissioning planning, and activity status.
  • Issue progress reports within your area of responsibility.
  • Direct Pre-Commissioning, Commissioning, Start-up, and Operation activities according to approved procedures.
  • Coordinate with Licensor/Vendors at the site within your operating area.
  • Approve work orders as per Permit to Work procedures to enable scheduled work execution.
  • Lead the preparation of supervisors/operators for commissioning, start-up, and normal operations through training and task assignments; report gaps for training.
  • Implement mechanical, electrical, and process isolation controls through relevant registers and system overrides.
  • Evaluate plant performance during commissioning and start-up, liaising with technical staff to ensure performance meets expectations and identify optimizations.
  • Operation Phase:Assess the competence of production personnel.
  • Prepare, implement, and control process procedures adhering to safety standards.
  • Maintain working relationships with superintendents and supervisors.
  • Plan and anticipate spare parts, consumables, chemicals, and other material requirements with superintendents.
  • Ensure planned maintenance is performed according to manufacturer recommendations and operating experience, using PMS systems.
  • Coordinate vendor assistance for production systems.
  • Manage laboratory testing and analysis, directing laboratory technicians.
  • Liaise with the client for safe and optimal plant operations.
  • Maintain logs for the process plant and audit production records.
  • Administer and monitor the handling of hazardous substances and maintain product data sheets.
  • Pre-Operation Phase:Prepare commissioning, start-up, and hand-over procedures as per project specifications.
  • Verify that commissioning and start-up requirements are included in engineering documents.
  • Participate in preparing operating instructions and project planning.
  • Ensure refurbishment and conversion works meet standards for design life and service continuity.
  • Ensure commissioning activities comply with plans and that acceptance documents are signed off.
  • Train production personnel and define/implement training plans.
  • Prepare and follow up on punch list items for work completion.
  • Assist maintenance with planned maintenance data entry.
  • Participate in reviewing the Production Operating Manual and process equipment HAZOP/HAZID studies.
